High-Quality Development Evaluation on Human Resource Services Industrial Park:Based on Panel Data from Prefecture-Level Cities from 2003 to 2020
The human resources industrial park serves as a crucial vehicle and platform for the innovative and congregated development of the human resources services industry,playing a significant role in promoting high-quality regional development.Leveraging academic research and policy documents,this study constructs a high-quality development evaluation index system for the industrial park,encompassing three dimensions:industry scale,service capability,and digitalization level.By selecting panel data from prefecture-level cities in China from 2003 to 2020,we employ spatial double-difference models and threshold regression models in our research.Findings suggest that the construction of industrial parks notably enhances the scale and proportion of employment in the tertiary industry of cities,yet its contribution to the local tertiary industry's output value necessitates further augmentation.While the industrial parks significantly foster the growth in scale and proportion of urban scientific and technological talents,there is room to further strengthen its radiative effect on overall employment security.Additionally,the elevation of a city's digital level aids in reinforcing the existing industry scale and service capability effects of the industrial park construction,facilitating regional industrial structure upgrades and the cultivation of talent highlands.
