Talents are invaluable assets,and their importance has been evident throughout history.For a city,its ability to attract and retain high-quality talents aligned with its development goals significantly impacts its innovation capacity,development level,and overall social landscape.In recent years,major cities in China have actively introduced talent policies,providing financial support,building communication platforms,and optimizing urban services,demonstrating strong determination and sincerity in attracting talents.However,what kind of cities are favored by talents?Currently,a systematic quantitative index for evaluating cities'talent-friendliness has not been established,and the field lacks a unified standard for such assessments.This study,leveraging big data analytics and artificial intelligence technologies,develops an evaluation framework based on two key dimensions:talent attraction and talent development ecosystems.The framework proposes ten core indices,including talent centripetal force,talent delivery capacity,and net talent inflow.By integrating and analyzing heterogeneous data from multiple sources,this research reveals dynamic trends in talent competition across different cities and regions,as well as the underlying driving factors.It provides valuable insights and strategic recommendations for governments at various levels to optimize talent strategies and enhance urban competitiveness.
