政府首席数据官是在政府数字化转型不断深化过程中出现的新兴职位,其核心意义在于满足公共数据的高效流通和日益增长的高质量公共数据产品与服务的需求.设立政府首席数据官,标志着数据治理由"多头协作"转向"统筹负责",分散化、碎片化的数据资源及治理职能得以整合,从而进一步促进数据要素的高效有序流通及充分开发应用.基于整体性治理视角,政府首席数据官应承担数字化发展的统筹者、数据工作的推进者和监督者以及数字化人才队伍建设者的职责.其能力体系应包含统筹规划能力、执行落实能力、指导监督能力和人才培养能力四大维度.进一步全面推行政府首席数据官制度,应在首席数据官权责一致、专岗专职,健全培训体系以及加强评估激励等方面持续发力.
Research on Government Chief Data Officer System from Perspective of Holistic Governance
Government chief data officer is an emerging position that has emerged in the process of deepening the digital transformation of the government.Its core significance is to meet the efficient circulation of public data and the growing demand for high-quality public data products and services.The establishment of the government chief data officer marks the shift from"multi-head collaboration"to"overall responsibility"in data governance,so that decentralized and fragmented data resources and governance functions are integrated,thus further promoting the efficient and orderly flow of data elements and fully developing the application.Based on the perspective of holistic governance,the government chief data officer should assume the responsibilities of the coordinator of digital development,the promoter and supervisor of data work,and the builder of digital talent teams.Its ability system should include overall planning ability,execution and implementation ability,guidance and supervision ability,and talent cultivation ability.Further promoting the government chief data officer system in a comprehensive manner should continue to make efforts in aspects of consistent chief data officer'power and responsibility,full-time job for dedicated position,sound training system,and evaluation incentive strengthening.
