干部容错机制本质上是一种行为激励与价值引导机制,旨在激励广大干部在新时代改革发展中创新担当、积极作为.容错纠错机制特别是容错机制能够很好地起到保护调动干部工作积极性、激励主体性行为发生的作用,应当成为解决如何使广大干部敢于担当、积极作为这一问题的关键.作为干部问责制的有益补充,干部容错机制基于责任价值理念,瞄准风险管理中干部的行为选择困境,寓组织人文关怀于干部人事管理制度系统性建设,可以有效缓解干部的创新压力,增强干部创新担当的主体动能.同时,因"过程评价维度"及"错误甄别机制"的引入,干部考评机制及干部管理制度体系得到进一步完善.在坚守初心、履职尽责的价值共识下,组织内部必然形成创新有为、勇于担当的良好氛围,助推行政组织文化建设和行政效能的提升.
Analysis of the Function and Implementation Mechanism of Fault Tolerance Mechanism for Officials
The fault tolerance mechanism for officials is essentially a behavior incentive and value guidance mechanism,aiming at inspiring officials to innovate,take on responsibilities,and actively act in the new era of reform and development.The fault tolerance and error correction mechanism,especially the fault tolerance mechanism,can effectively protect and mobilize the work enthusiasm of officials,and stimulate the occurrence of subjective behavior.It should become the key to solving the problem of how to make officials dare to take responsibilities and actively act.As a beneficial supplement to the accountability system for officials,the fault tolerance mechanism for officials is based on the value concept of responsibility,targets at the behavioral dilemma of officials in risk management,and incorporates organizational humanistic care into the systematic construction of official personnel management systems.It can effectively alleviate the innovation pressure on officials and enhance their main driving force for innovation.At the same time,with the introduction of the"process evaluation dimension"and"error identification mechanism",the official evaluation mechanism and official management system have been further improved accordingly.Under the value consensus of adhering to the original intention and fulfilling responsibilities,an innovative and responsible atmosphere will inevitably be formed within the organization,promoting the construction of administrative organizational culture and the improvement of administrative efficiency.
