劳动保障监察是贯彻落实劳动保障法律法规的重要保证,健全劳动保障监察体制,是做好劳动保障监察工作的关键.以劳动保障监察工作的重要节点为依据,可将劳动保障监察体制发展划分为初步建立、恢复发展、建立健全、规范发展、改革完善五个阶段,每一阶段都包括了制度建设、职能配置、监察机构、队伍建设四个方面的内容.经过多年的发展,我国建立健全了劳动保障监察制度体系和组织体系,创新了劳动保障监察执法机制,提升了执法效能,切实维护了劳动者合法权益.面对新形势的要求,未来劳动保障监察体制要继续改革完善劳动保障监察制度体系,强化劳动保障监察职能,加强劳动保障监察机构建设,完善劳动保障监察长效机制,规范劳动保障监察队伍管理.
Reform,Development and Future Prospects of Labor Security Supervision System in China
Labor security supervision is an important guarantee for implementing labor security laws and regulations,and improving the labor security supervision system is the key to doing a good job in labor security supervision.Based on the important nodes of labor security supervision work,this paper conducts in-depth discussions from four aspects,including system construction,functional configuration,supervision institution,and team construction,and divides the development of the labor security supervision system into five stages,including initial establishment,restoration and development,establishment and improvement,standardization and development,and reform and improvement.After years of development,China has established a sound labor security supervision system and organizational system,innovated labor security supervision and law enforcement mechanisms,improved law enforcement efficiency,and effectively protected the legitimate rights and interests of workers.Faced with the requirements of the new situation,we should continuously reform and improve the labor security supervision system in future,strengthen the functions of labor security supervision,strengthen the construction of labor security supervision institutions,improve the long-term mechanism of labor security supervision,and standardize the management of labor security supervision teams.
