加快建设世界重要人才中心和创新高地是中国式现代化进程中的重要任务,也是我国走向高质量发展的关键所在.从历史演进看,世界重要人才中心和创新高地的发展经历了萌芽、形成、发展和深化四个历程;从规律认识看,推动建设世界重要人才中心和创新高地的核心理念在于以系统方式推动形成由多个主体、多个方面、多个环节有机互动和高效协作的创新机制;从科学内涵看,世界重要人才中心主要是指人才充分集聚、创新活动密集、人才创新环境优良,能够持续集聚整合世界级各类创新要素,产业辐射带动作用强的地区或组织;从重大意义而言,这一命题的提出极大丰富和发展了马克思主义人才思想的理论宝库,为坚定不移走好人才强国之路提供了重要抓手,为建设美好世界贡献了中国智慧和中国方案.
Abstract
Accelerating the construction of the world important talent center and innovation highland is an important task in Chinese path to modernization,and it is also the key to achieving high-quality development.From a perspective of historical evolution,the development of the world important talent center and innovation highland has gone through four stages:germination,formation,development,and deepening.From a perspective of law understanding,the core concept of promoting the construction of the world important talent center and innovation highland lies in systematically promoting the formation of a national innovation mechanism consisting of multiple subjects,multiple aspects,and multiple links that organically interact and collaborate efficiently.From a perspective of scientific connotation,the world important talent center mainly refers to a region or organization where talents are fully gathered,innovative activities are intensive,the talent innovation environment is excellent,various world-class innovative elements can be continuously gathered and integrated,and the industrial radiation driving effect is strong.In terms of great significance,the proposal of this proposition has greatly enriched and developed the theoretical treasure trove of Marxist talent thinking,provided an important grip for firmly walking the path of building a strong talent country,and contributed Chinese wisdom and solutions to building a better world.
