人力资源服务业统计的国际比较:基于国民经济行业分类的视角

摘要
随着时代的发展,我国人力资源服务业进入高质量发展阶段,如何提升行业国际化水平,加强行业的对外合作,成为一个重要命题.人力资源服务业的国际化发展需要一个能够跨国比较的统计指标体系作为支撑.文章通过对北美、欧盟、英国、日本、新加坡等国家和地区的国民经济行业分类的比较发现,不同国家和地区人力资源服务业统计主要集中在就业服务、管理咨询、信息技术及教育等行业.因此,建立国际可比的人力资源服务业统计指标,应明确人力资源服务业定义的核心要义及其与相关统计指标的对应关系,对分布在人力资源服务业之外,但又存在于人力资源服务活动的信息技术、教育、商业服务之中的相关内容,建立统计调查指标并择机开展统计调查.
Abstract
With the development of the times,China's human resource service industry has entered a stage of high-quality development.How to improve the internationalization level of the industry and strengthen external cooperation has become an important topic.The international development of human resource services requires a statistical indicator system that can be compared across countries to support it.The classified comparison of national economic industries in North America,the European Union,the United Kingdom,Japan,Singapore and other countries and regions shows that the relevant industry categories for human resource service industry statistics in different countries and regions are mainly concentrated in industries such as employment service,management consulting,information technology,and education.Therefore,in order to establish internationally comparable statistical indicators for the human resource service industry,it is necessary to clarify the core essence of the definition of the human resource service industry and its corresponding relationship with relevant statistical indicators.For relevant content that is distributed outside the human resource service industry but also exists in information technology,education,and business service related to human resource service activities,statistical survey indicators should be established and statistical surveys should be conducted at the appropriate time.
