我国人力资源服务业高质量发展评价指标体系构建

人力资源服务业高质量发展是我国经济发展由高速增长向高质量发展转变的内在要求.人力资源服务业的高质量发展主要依赖宏观经济社会发展条件、人力资源服务业要素投入产出效率、创新、开放、共享、协调和风险防控7个方面.构建科学、系统的人力资源服务业高质量发展评价指标体系,可在客观描述和反映人力资源服务业发展现状的基础上,进一步揭示人力资源服务业未来发展和优化调整的方向.基于高质量发展理论研究和人力资源服务业实践,可从区域宏观环境、行业系统性内在要求和要素资源的溢出价值效应三个评价视角出发,建立评价人力资源服务业高质量发展的指标体系,对人力资源服务业发展基础与空间、发展规模与质量、发展潜力与稳定性、经济价值与社会效应、行业发展与协同作用等进行全方位的测量和评价.
Construction of Evaluation Indicator System for High-quality Development of China's Human Resource Service Industry
The high-quality development of the human resource service industry is an inherent requirement for China's economic development to transition from high-speed growth to high-quality development.The high-quality development of the human resource service industry mainly relies on seven aspects:macroeconomic and social development conditions,input-output efficiency of human resource service industry elements,innovation,openness,sharing,coordination,and risk prevention and control.Constructing a scientific and systematic evaluation indicator system for the high-quality development of the human resource service industry can objectively describe and reflect the current development status of the human resource service industry,and further reveal the direction of future development and optimization adjustment of the human resource service industry.Based on theoretical research on high-quality development and practical experience in the human resource service industry,an indicator system for evaluating the high-quality development of the human resource service industry can be established from three evaluation perspectives:regional macro environment,industry systematic internal requirements,and spillover value effects of element resources,so as to comprehensively measure and evaluate the development foundation and space,development scale and quality,development potential and stability,economic value and social effects,industry development and synergistic effects,etc.
