The Evolution,Characteristics and Motivation of the Public Recruitment System in Public Institutions
Studying the evolution of public recruitment system in public institutions is of great significance to strengthening talent management in public institutions and promoting the systematization and scientificization of personnel systems in public institutions.This paper firstly provides a comprehensive review on the evolution of the public recruitment system in public institutions in China,divides the development of the public recruitment systems in public institutions into four practical stages through longitudinal historical examination and analysis,including institutional exploration,rapid development,legalization,reform and improvement,and also summarizes the evolution characteristics of the public recruitment system in public institutions in China.Research suggests that the evolution motivation of the public recruitment system in public institutions in China include the need for reform and development of public institutions,the inherent tension of the public recruitment system,the demand for fairness generated by the society,and the driving force generated by scientific and technological progress.In order to meet the needs of personnel management in public institutions in the new era,we should continuously adhere to the reform of the public recruitment system,improve the leadership of the Party,prioritize the construction of a high-quality and professional talent team,adhere to the rule of law orientation,and promote the overall optimization of personnel management system in public institutions.
