人才发展治理体系是一种多元主体共治、多种要素耦合和多类过程互动的治理体系.公共治理理论中的"主体—要素—过程"的三重分析框架与我国人才发展治理体系在理论基础和治理实践中有着高度契合的一致性和适配性.利用三重分析框架梳理我国人才发展治理体系,便于理解并把握人才发展治理体系中多元主体、多种要素和多类过程机制之间的复杂关系和显著特点.完善优化我国人才发展治理体系,在治理主体方面,应充分发挥党管人才的政治优势和制度优势,强化党组织的领导力、组织力和号召力,提升多元主体参与治理的能力;在要素整合方面,应实现人才要素、产业要素、科技要素和资本要素的快速结合和高度融合;在过程方面,需要不断优化已有的治理机制,使其向韧性治理转变.
China's Talent Development Governance System Based on"Subject-Element-Process"Analysis Framework
The talent development governance system is a governance system that involves co-governance of multiple subjects,coupling of multiple elements,and interaction of multiple processes.The"subject-element-process"triple analysis framework in the public governance theory is highly consistent and adaptable to the theoretical foundation and governance practice of China's talent development governance system.By using the triple analysis framework to sort out China's talent development governance system,it is easy to understand and grasp the complex relationships and significant characteristics between multiple subjects,elements and process mechanisms in the talent development governance system.To improve and optimize China's talent development governance system,in terms of governance subjects,we should fully leverage the political and institutional advantages of the Party in managing talents,strengthen the leadership,organizational power and appeal of Party organizations,and enhance the ability of multiple subjects to participate in governance;in terms of element integration,we should achieve rapid integration and high integration of talent elements,industry elements,technology elements and capital elements;in terms of process,we should continuously optimize the existing governance mechanism and transform it towards resilient governance.
