Review on Reform Practice of Management of Specified-Number-of-Personnel System in Scientific Research Institutions
Specified-number-of-personnel system is one of innovative measures in the staffing reform and personnel management of public institutions in China in recent years.Based on literature analysis and field research,this paper systematically reviews the reform practices and effects of pilot institutions for the management of the specified-number-of-personnel system in public institutions such as public hospitals,universities and research institutes,and reflects on the specified-number-of-personnel system.As found,the reform of the specified-number-of-personnel system faces some practical problems.For example,the autonomy of unit employment has not been fully realized;the supporting pension insurance policies during the transition period still need to be improved;the scientific standard system for calculating the total amount of the specified-number-of-personnel system needs to be improved;a multi-party game is caused by resource scarcity.The effectiveness of the pilot program of the specified-number-of-personnel system is closely related to the nature,development stage,and competitiveness of the institution.In public institutions with heavy reform burdens,complex structures and relatively low levels of funding support,the specified-number-of-personnel system further exacerbates the contradiction between the nature of the public scientific research and the failure of the innovation market,and between public institution management and market-oriented management.In order to promote the reform of the management of the specified-number-of-personnel system in scientific research institutions,we should establish a transition plan for the reform of the specified-number-of-personnel system based on"one institution,one path",construct a three-dimensional policy and institutional guarantee system,improve the scientific nature of the financial investment mechanism for the specified-number-of-personnel system,and strengthen the strategy for the personnel management of the specified-number-of-personnel system.
