艰苦边远地区农村基层本土人才的发展困境与培养机制研究——以渝州市浦镇为例

实现乡村振兴的前提是人才振兴.本土人才作为乡村人力资源开发的首要资源,应受到高度重视.通过实证案例的分析,研究发现艰苦边远地区本土人才在数量和质量上"先天不足",且在待遇保障方面"发育不良",导致人才难引回、用不好、留不住,基层本土人才队伍极不稳定.为解决这一困境,政策制定者需要建构全过程的本土人才培养机制,加大对艰苦边远地区教育资源的倾斜力度,建立本土人才信息库,逐步提升本土人才的福利待遇,扶持本土人才发展产业,从而实现本土人才自我价值和社会价值的双赢.
Research on Development Challenge and Training Mechanism of Primary-level Local Talents in Difficult and Remote Rural Areas—Taking Pu Town of Yuzhou City as an Example
The prerequisite for rural revitalization is talent revitalization.Local talents,as the primary resource for rural human resource development,should be highly valued.Through the analysis of empirical cases,it has been found that local talents in difficult and remote areas are inherently lacking in quantity and quality,and have poor development in terms of salary guarantees,resulting in difficulties in attracting,utilizing,and retaining talents,as well as extreme instability of primary-level local talent teams.To get out of this dilemma,policy makers need to establish a comprehensive mechanism for cultivating local talents throughout the entire process,increase the tilt towards educational resources in difficult and remote areas,establish a local talent information database,gradually improve the welfare benefits of local talents,support local talents to develop industries,and achieve a win-win situation in the self-value and social value of local talents.
