承担重大攻关任务的科技人才评价研究——基于山东省的实践分析

实现以国家战略需求为导向,集聚力量进行原创性引领性科技攻关,打赢关键核心技术攻坚战,需要一大批承担重大攻关任务的科技人才.根据我国现阶段国情,建立一套适合承担重大攻关任务的科技人才评价方式有重要现实意义.文章基于人才评价的逻辑和国家创新体系的特点,以山东省的实践为例,构建了科技人才评价体系,分析了重大攻关任务及承担此类任务人才的范围和特点,提出了承担重大攻关任务的科技人才评价方法和应用场景.研究认为,应重视对承担重大攻关任务科技人才的评价,建立重大攻关任务清单,加强重大攻关任务的人才评价评审专家队伍建设,促进人才评价与项目评价和机构评价的结合.
Research on Evaluation of Scientific and Technological Talents Undertaking Major Breakthrough Tasks—Practical Analysis Based on Shandong Province
To achieve original and leading scientific and technological breakthroughs guided by national strategic needs,and win the battle against key core technologies,a large number of scientific and technological talent teams are needed to undertake major breakthrough tasks.It is of important practical significance to establish a method for evaluating scientific and technological talents suitable for undertaking major breakthrough tasks based on the current national conditions in China.Based on the logic of talent evaluation and the characteristics of the national innovation system,this paper takes the practice of Shandong Province as an example to construct a scientific and technological talent evaluation system,analyzes the scope and characteristics of major breakthrough tasks and talents who undertake such tasks,and proposes a method for evaluating scientific and technological talents who undertake major breakthrough tasks,as well as its application scenarios.As suggested by the research,we should emphasize the evaluation of scientific and technological talents who undertake major breakthrough tasks,establish a list of major breakthrough tasks,strengthen the construction of an evaluation expert team for major breakthrough task talents,and promote the combination of talent evaluation with project evaluation and institutional evaluation.
