干部考核是一个动态实践过程,新时代对干部考核提出了新要求.干部考核有四层价值:加强干部管理的有力手段、回应人民关切的现实需要、全面从严治党的重要举措、推动高质量发展的有效支撑.当前干部考核面临四重挑战:思想认识不够深入、考准考实存在短板、结果运用尚有差距、考核机制仍不健全.建议从思想认识、实践、效果、运行机制四个维度进行优化.
Assessment of Officials in New Era:Value Review,Realistic Challenges,and Optimization Path
Assessment of officials is a dynamic practical process,and the new era has put forward new requirements for assessment of officials.Assessment of officials has four levels of value:a powerful means of strengthening management of officials,a practical need of responding to people's concerns,an important measure of comprehensively governing the Party strictly,and an effective support for promoting high-quality development.There are four challenges in the current assessment of officials,including insufficient ideological understanding,shortcomings in examination results,gaps in application of results,and incomplete assessment mechanism.It is suggested to optimize from the four dimensions of ideology,practice,effectiveness,and mechanism.
