国际职业资格与职称评价衔接路径探索:基于17件政策文本的内容分析

推动国际职业资格与职称评价的衔接是我国构建国际化、前沿化和多样化的人才评价标准和手段的重要探索.文章基于国内已发布的17件国际职业资格与职称比照认定政策,运用内容分析法、访谈调查法对政策现状与实施情况展开分析,总结当前政策在政策导向、来源主体、行业领域、认定等级和结果运用方面的现状和特征,发现当前在推进职业资格与职称评价衔接工作时仍面临着来自宏观、中观和微观层面的问题.未来需从增强规范指导,适时开展评估,坚持需求导向,集聚社会力量,优化程序方法,完善配套服务方面寻求发展机遇,助推我国人才评价标准逐步与国际接轨.
Exploration on Path of Connection between International Vocational Qualifications and Professional Title Evaluation:Based on Content Analysis of 17 Policy Texts
Promoting the connection between international vocational qualifications and professional title evaluation is an important exploration for China to build an international,cutting-edge,and diversified talent evaluation standard and means.This paper,based on 17 international professional qualification and title comparison recognition policies that have been published in China,uses content analysis and interview survey methods to analyze the current situation and implementation of policies,summarizes the current characteristics of policies in terms of policy orientation,source subjects,industry fields,recognition levels,and result application,and finds that there are still problems from macro,meso,and micro levels in promoting related work.In the future,it is necessary to seek development opportunities in terms of strengthening normative guidance,timely carrying out evaluation,adhering to demand orientation,gathering social forces,optimizing procedures and methods,improving supporting services,in order to promote China's talent evaluation standards to gradually integrate with the international practice.
