Research on the Optimization Path of Administrative Law Enforcement in Public Events——Taking the Dairy Industry Incidents as Examples
The Third Plenary Session of the 18th Central Committee of the Communist Party of China established the modernization of the national governance system and governance capacity as the overarching goal for comprehensive deepening of reforms.Administrative enforcement is a critical indicator of national governance efficacy, highlighting its significance in today's society. This is especially evident in public incidents such as the Sanlu milk powder crisis and the Maquieur milk crisis, where administrative enforcement still face certain challenges:the tension between public interest and citizen rights, and a string of public struggles due to the instability of enforcement mechanisms. In light of the above issues, this paper suggests an optimized approach that shifts from rigid law enforcement to flexible law enforcement, and from traditional law enforcement to innovative law enforcement,in order to ensure that the administrative law enforcement system is transformed into the modern governance.
