Integration and"Drift":An Investigation of the Challenges in Transferring Organizational Affilia-tions of Mobile Party Members——An Analysis Based on Cases from City A
Population mobility is a natural phenomenon that emerges as a result of socio-economic develop-ment and structural diversification.However,some mobile Party members encounter difficulties in transferring their organizational affiliations,which often leaves them"adrift"outside the effective education and management systems of Party organizations.Drawing from cases studied in City A,this research identifies that the challenges faced by mobile Party members during affiliation transfers are rooted in ambiguous and restrictive management boundaries.These challenges stem from discrepancies among policies,tensions between policy formulation and implementation,ideological constraints imposed on executing bodies,and a lack of consensus among grassroots Party workers and members.Such issues manifest through critical questions such as"Which regulation should be adhered to?","Who holds ultimate responsibility?","How should collaboration be structured?",alongside prevalent practices that default to non-transferal of affiliations.During interactions between stakeholders,limit-ed understanding of Party affairs among both members and workers significantly hampers the efficiency of organi-zational affiliation exchanges.Furthermore,restrictions related to authority and resource availability constrain the operational capacity as well as collaborative willingness within grassroots Party organizations.This leads to either superficial or privatized approaches toward addressing these matters,resulting in a pronounced"management vacuum."Overcoming these obstacles necessitates clear delineation of management boundaries coupled with fa-cilitation for cross-boundary collaboration.Efforts should concentrate on optimizing mechanisms for transferring organizational affiliations to ensure standardization and enhance efficiency;moreover,enhancing the organiza-tional structure dedicated to managing mobile Party members is imperative.Additionally,it is crucial to bolster team capabilities while guiding and encouraging mobile Party members to assume an active"subjective role"in strengthening their awareness of Party principles.
