新质生产力是引领高等教育高质量发展的新动能、新引力,由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生,以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵,以全要素生产率大幅提升为核心标志,特点是创新,关键在质优,本质是先进生产力.由此,更高素质的劳动者需求促使高校构建人才培养体系,更高技术含量的劳动资料需要推动高校变革科技创新路径,更广范围的劳动对象追求以助推高校优化学科体系,是新质生产力引领高等教育高质量发展的价值意蕴所在.新质生产力是高等教育高质量发展强大引擎,然而从当前社会发展现实际遇来看,其引领效果欠佳,主要体现在高校科技创新能力有所欠缺,科研成果转化实效不足等.为提升新质生产力引领高等教育高质量发展,以强化创新创业为核心,引领高校科技创新能力提升;完善体制机制为抓手,引领高校科技成果转换率提高和保障专业高效为龙头,引领高校社会化专业化发展三方面予以推动.
New Quality Productive Forces Leading Higher Education Quality Development:Value Implications,Realistic Dilemmas and Realization Practices
New Quality Productive Forces are the new motive power and new gravitational force leading the development of higher education with high quality.It is born from the revolutionary breakthrough of technology,innovative allocation of production factors,and deep transformation and upgrading of industry,with the leap of laborers,labor materials,labor objects and their optimized combinations as the basic connotation,and with the significant increase of total factor productivity as the core symbol.Its feature is innovation,its key is quality,and its essence is advanced productive forces.Therefore,the demand of higher-quality workers promotes the universities to build a talent training system,the labor materials with higher technical content need to promote the reform of scientific and technological innovation path in colleges and universities,and the pursuit of a wider range of labor objects to boost the discipline system of colleges and universities,which is the value implication of new quality productive forces to lead the high-quality development of higher education.New Quality Productive Forces are a powerful engine for the high-quality development of higher education,but from the perspective of the current social development reality,its leading effect is not good,which is mainly reflected in the lack of scientific and technological innovation ability of universities,and insufficient transformation of scientific research results,etc.In order to enhance the New Quality Productive Forces to lead the high-quality development of higher education,we can strengthen the innovation and entrepreneurship as the core to lead the scientific and technological innovation ability of colleges and universities,improve the system and mechanism as the hand to lead the scientific and technological achievements of colleges and universities to improve the rate of conversion,and ensure the high efficiency of professionalism as a leading role to lead the development of the socialization of colleges and universities to promote the professional development of universities.
