Marching Toward Technological Autonomy:Establishing Governance Units within the Framework of Villagers' Autonomy in Digital Villages
The establishment of governance units has emerged as a pivotal topic in recent research on villagers' autonomy. The evolution of villagers' autonomous space necessitates the expansion of their autonomous domain from physical to cyber realms, thereby prompting the consideration of setting up villagers' autonomous governance units within cyberspace. These cyberspace governance units primarily encompass the aggregate of relationships forged by villagers in virtual domains, with village public affairs serving as the connecting thread. Depending on various division criteria,it can be categorized into various forms, including the basic type and the compound type. The configuration of villagers' autonomous governance units in cyberspace is influenced by dual factors of technology and society. At the technical level,it is imperative to thoroughly consider the platform's performance attributes. On the social front,it is essential to take into account administrative structures, spatial boundaries, interest alliances, villager participation, and other pertinent factors. While theoretically, the establishment of villagers' autonomous governance units in cyberspace exhibits flexibility and diversity, practical challenges such as technical functional limitations,a strong administrative tint, limited platforms for reliance, and monotonous forms. In response to these challenges, the establishment of villagers' autonomous governance units in cyberspace should embrace the notion of "effective governance",transcend the technical barriers posed by governance units, honor the autonomous nature of villagers' self-governance,establish network governance units with diverse forms, and judiciously select multiple and appropriate units.
