人工智能赋能城市智慧治理:逻辑、风险及其应对

人工智能发展势不可挡,正以极其强大的智能技术范式革命性、颠覆性的重构社会制度规范、重筑社会基础设施、重塑生产生活方式,为城市智慧治理提供机遇和支撑.人工智能赋能城市智慧治理遵循智能感知、神经网络、深度学习、智能服务的逻辑机理,通过多元数据信息的广泛采集、异质数据信息的集成处理、机器学习算法的辅助决策得以实现.人工智能作为现代科技革新的结果具有广泛的社会溢出效应,在引发城市全景式整体变革的同时也伴随着复杂的总体性风险.因此,厘清赋能过程中产生的不可解释隐忧、数据至上主义、人的主体性困境、社会极化风险等风险挑战迫在眉睫.未来时期,人工智能应坚持以和谐为主导的价值目标、构筑以伦理为先导的社会规范体制、建立以技术为导向的社会防控机制、完善以安全为核心的社会保障体系,形成社会综合治理体系助力我国城市智慧治理的实现.
Artificial Intelligence Empowering Urban Smart Governance:Logic,Risks,and Solutions
The development of artificial intelligence is unstoppable,and it is revolutionizing and subverting social system norms,rebuilding social infrastructure,and reshaping production and lifestyle with its extremely powerful intelligent technology paradigm,providing opportunities and support for smart urban governance. The empowerment of urban smart governance by artificial intelligence follows the logical mechanism of intelligent perception,neural networks,deep learning,and intelligent services. It is achieved through extensive collection of diverse data information,integrated processing of heterogeneous data information,and assisted decision-making by machine learning algorithms. Artificial intelligence,as a result of modern technological innovation,has a wide range of social spillover effects. While it triggers a panoramic transformation of cities,it also comes with complex overall risks. Therefore,it is urgent to clarify the risks and challenges arising from the empowerment process,such as unexplainable concerns,data supremacy,human subjectivity dilemma,and social polarization risks. In the future,artificial intelligence will adhere to the value goal of harmony,build a social norm system guided by ethics,establish a technology oriented social prevention and control mechanism,improve the social security system with safety as the core,and form a comprehensive social governance system to assist in the realization of smart urban governance in China.
