Collaborative Governance:A Research on Innovation of Rural Habitat Environment Governance Model
Improving and upgrading the rural living environment is an inevitable requirement for building a livable,workable and beautiful countryside. The governance of rural human settlements cannot be reduced to a single administrative alternative or market-oriented operation,but is highly embedded in rural society,and it is necessary to stimulate the vitality of village society. Based on the process analysis of the environmental governance experience of "property housekeeper" in X town in eastern Z province,by taking interview method and participatory observation,and by using grounded theory of qualitative research methods,this paper finds the model effectively connecting local governments,market entities and village-level organizations in the practice of rural human settlement environment governance,and builds a collaborative governance model with clear responsibility boundaries,benefit sharing and public-private development through practical mechanisms such as subject sinking and responsibility materialization,administrative guidance and bundled assessment. Under the collaborative governance model,strengthening the ability to integrate multiple resources and giving full play to the subjectivity and sense of governance efficiency of grassroots cadres can not only achieve the goal of optimizing the "cost-benefit" of rural human settlements,but also help shape the public nature of villages and achieve good governance in rural areas.
