Traditional review lacks the collaboration to address cross-regional documents effectively,risking stakeholder rights and legal consistency. Therefore,an innovative collaborative review mechanism is essential to unify regional law,prevent conflicts,and enhance effectiveness. Key steps include defining review authorities,standardizing criteria,innovating review methods,and establishing procedural rules within a rule-of-law framework.
