摘要
当前,基层治理面临村民自治虚化的现实困境,具体体现为在组织结构上行政吸纳导致村治主体缺位、在组织过程中社会脱嵌导致村民参与不足."四议两公开"工作法将村级公共事务决策纳入组织程序,通过制度化设置激活基层民主政治,以组织动员制度化、村庄社会组织化、村级权力规范化和公共表达常态化四个机制,实现治理主体的多元化、治理过程的公共性和治理结果的公共利益最大化."四议两公开"工作法是行政激活自治的有效形式,能够实现基层民主制度化和基层民主实体化,呈现全过程人民民主的实践过程.
Abstract
At present,grassroots governance faces the practical dilemma of the virtualization of village autonomy,manifested specifically in the administrative absorption in organizational structure leading to the absence of village governance subjects,and the social disconnection in the organizational process resulting in insufficient participation of villagers.The working methool of the"four deliberations and two openness"has integrated village-level public affairs decision-making into the organizational procedures,activating grassroots democratic politics through institutionalized settings.Through the mechanisms of institutionalizing organizational mobilization,organizing village social organizations,standardizing village-level powers,and normalizing public expression,it achieves the diversification of governance subjects,the public nature of governance processes,and the maximization of public interests in governance results.The working methool of the"four deliberations and two openness"is an effective form of administrative activation of autonomy,capable of realizing the institutionalization and substantialization of grassroots democracy,presenting a practical process of whole-process people's democracy.
