From Flood Control and Drainage to Storage and Drainage:The Formation of the Haihe River Basin Management Strategy in the 1950s
The management of the Haihe River Basin in the early period of the founding of New China went through a transformation from treating the symptoms to treating the root causes.Before 1954,the downstream river was mainly treated according to the idea of preventing floods and draining water.However,due to overemphasis on drainage,there were constant contradictions between the upstream and the downstream.Two big floods in 1954 and 1956 forced the central government and Hebei Province to consider solving the problem of waterlogging from the watershed perspective,thus gradually forming the idea of paying equal attention to flood control and waterlogging control,as well as to rivers and fields.In 1957,all walks of life in Hebei Province launched a full discussion on flood control.During this process,the policy of taking both storage and drainage into account became increasingly mature and concrete,and was ultimately embodied in the Haihe River Basin Plan(Draft).This laid an important foundation for the formation of Haihe River Basin management strategy.
