China's Approach to the Game of Data Sovereignty Rules
Through the analysis of data sovereignty theory,it is found that the concept of"data sovereignty nothingness"within cyber-utopianism serves as a significant theoretical underpinning for the United States in promoting the free flow of data to establish its data hegemony;while other countries'emphasis on extending traditional sovereignty theory to cyberspace represents a direct defense against the US's threat.At present,the game of data sovereignty rules between countries mainly revolves around the"attack"and"defense"of the competition for data control and jurisdiction.However,with the increasingly fierce geopolitical competition of data sovereignty,this situation presents a complex and shifting landscape,increasing uncertainty regarding the future data governance pattern.China should uphold its traditional sovereignty principles while expanding collaboration in data sovereignty and deepening its security implications.It should also transform from a stance of passive defense to one of efficiency to promote the orderly and free flow of data.Moreover,China should enhance political mutual trust with other countries and cultivate a"circle of friends"for data flow.Finally,China must coordinate domestic rule of law and foreign-related rule of law and lead the development of global data governance rules by extending the influence of Chinese data rules through internal and external linkages.
