Against the backdrop of technological innovation in generative artificial intelligence and progress in the rule of law,the relationship between news and business coordination is shifting towards outcome-oriented norms,namely,adhering to a distinguishable system of news information and marketing information.This system,through outcome-oriented norms,promotes the maintenance of public interests in news activities,supplementing the functions of procedural norms.It also adapts to the changing media forms in the era of artificial intelligence,addressing the deficiencies of procedural norms.The specific rules within the existing regulatory framework of the distinguishable system include the following:the recognition of news information and marketing information to prevent the public from misconstruing marketing information as news information,and the proportional composition of news and marketing information,with news information as the primary content and marketing information as the secondary content.However,existing rules either fail to fully consider public interests or are difficult to apply in the era of artificial intelligence.From a legislative perspective,it is necessary to expand the scope of the distinctive institutional framework's adjustment targets,clarify the responsibilities of artificial intelligence designers and content dissemination platforms within reasonable limits,and incentivize public participation in supervision through establishing and improving the institutional frameworks of personality rights and algorithmic interpretive rights.
