As the pursuit of the"dual carbon"goals deepens,the public,as a key actor responsible for carbon reduction,needs to solidify its emission reduction tools.This paper discusses the carbon reduction responsibilities borne by the public and the mechanisms and existing problems of carbon inclusive mechanisms and introduces Merton's structure-function theory to analyze the structure and function of carbon inclusive mechanisms.In terms of structural analysis,this paper identifies issues within the existing structure of carbon inclusive mechanisms,such as imprecise identification and accounting of low-carbon behaviors,lack of transaction reward design,and the need for improvement in carbon accounts.In functional analysis,it examines both the manifest and latent positive functions of the carbon inclusive market,while also pointing out potential negative functions,including data usage risks,carbon finance risks,and redundancy in platform construction.The youth group represents an important segment of the public.This study discusses the mechanisms through which youth carbon behavior can enhance the structure and function of carbon inclusive mechanisms,focusing on the main characteristics,influencing mechanisms,and implementation pathways of youth carbon behavior.
