Before the Jia Shen Reshuffle,Li Hongzhang and Zhang Peilun,representing the Westernization Faction and the Qing Stream Faction respectively,engaged in multiple correspondences regarding the central issue of the Sino-French dispute at that time:the Vietnam issue.Zhang Peilun's initial understanding of the Vietnam issue came from Li Hongzhang,but due to differences in position and ideology,their strategies quickly diverged:Li advocated for reconciliation,while Zhang favored war.They also disagreed on the evaluation of front-line generals.Despite these differences,they still had common plans.After entering the Prime Minister's Office,Zhang hoped to"work together with Li Hongzhang inside and outside"to address the situation.Following Beining's defeat and the worsening situation,Zhang maintained that both the Qing Stream and Westernization factions should have their"own facade"and declined Li Hongzhang's invitation to participate in Sino-French negotiations as a gesture of goodwill for an escape route.This divergence in opinion on the Vietnam issue before the Jia Shen Reshuffle essentially foreshadowed their different ultimate destinies.
