慢性非传染性疾病已经成为我国居民的主要死亡原因和疾病负担,而膳食结构不合理是引起肥胖、心血管疾病、糖尿病等疾病的危险因素.食品正面包装(Front of package,FOP)标签体系被世界卫生组织列为改善膳食结构和健康的营养干预措施之一,并逐渐在各国实施,受到了专家和行业的广泛关注.我国已将制定FOP标签体系列入健康中国行动计划,但还没有制定以政府为主导的FOP标签体系.通过梳理了国际上几种常见的FOP标签体系,并从消费者对FOP标签体系的认知和使用,不同FOP标签体系对消费者健康行为和企业配方升级的影响等方面进行了综述,提出对我国制定FOP标签体系建设的建议,旨在推动我国FOP标签体系建设.
International development experiences of front-of-package labeling systems on foods and their implications for China
Chronic non-communicable diseases have become the leading causes of death and disease burden among residents in China,with unhealthy dietary structure identified as a significant risk factor of obesity,cardiovascular diseases,diabetes,and other related ailments. Recognized by the World Health Organization as an effective nutritional intervention to improve dietary habits and promote public health,Front-of-Package (FOP) labeling systems are being implemented in various countries and garnering significant attention from experts and the food industry. Although China has included the development of an FOP labeling system in its Healthy China Action Plan,a government-led labeling framework has yet to be established. This study provided a comprehensive review of several common international FOP labeling systems,explored aspects such as consumer awareness and usage of FOP labels,and evaluated the impact of different FOP labeling systems on consumer health behaviors,and corporate formulation upgrades. The study offered recommendations for constructing an FOP labeling framework in China,aiming to promote the establishment of an effective FOP labeling system in the country.
