The Improvement Path of Drug Shortage Supply Guarantee System in Medical Institutions in China
China has essentially formed a drug shortage supply guarantee system centered around the Drug Administration Law.However,there are still several issues,including the lack of detailed implementation rules and specific norms,unified regulatory authorities,inadequate monitoring platforms,insufficient monitoring capabilities of medical institutions,inadequate reporting of drug shortages,suboptimal allocation methods,and deficiencies in the quality management and business levels of pharmaceutical enterprises.By examining typical practices both domestically and internationally,and considering the current situation and challenges faced by China's medical institutions in ensuring drug supply,this article proposes a specific improvement path at the national level,medical institution level,and pharmaceutical enterprise level.It is recommended to improve legislation,unify the regulatory authorities responsible for coordinating drug shortage supplies,develop a comprehensive national management platform for drug shortages,optimize the monitoring capacities,allocation methods,and reporting systems of medical institutions,and strengthen the management of pharmaceutical production,quality,and circulation.These measures aim to secure the drug supply for medical institutions and effectively address the issue of drug shortages.
