The requirement for safety assessment before filing ordinary cosmetics is introduced for the first time by the Regulations on the Supervision and Administration of Cosmetics.Cosmetic safety assessment is a stage with high technical difficulty and presents numerous challenges for filers in the filing process of ordinary cosmetics.This article examines both the filed products and the filers,summarizing and analyzing the safety assessment data and common issues of ordinary cosmetics filed over the past three years since the implementation of the Technical Guidelines for Cosmetic Safety Assessment(2021 Edition)in Beijing.This article also investigates the development status and needs of cosmetic filers and proposes considerations to enhance the level of cosmetic safety assessment,aiming to provide a reference for improving the quality of ordinary cosmetics filings and the level of supervision.
