Analysis of Production and Regulatory Pathways of Cell Cultured Meat in The United States
[Objective]China's cell-cultured meat technology has made great breakthroughs,but there is still room for improvement at the legislative and regulatory levels.We organize the production and regulatory system of cell-cultured meat in the United States,and propose countermeasures for the formulation of relevant laws in China.[Method]Based on the existing literature,reports and policies and regulations,we discuss the development characteristics,production process and potential risks of cell-cultured meat,sort out the regulatory principles,institutional system and legislative standards of cell-cultured meat in the U.S.,and point out the deficiencies in the regulatory system of cell-cultured meat in China.[Result]The U.S.cell-cultured meat safety regulatory system is based on the existing departmental structure and management functions,adopting the"segmented regulation-coordinated management"model,closely integrating the govern-ment and enterprises,which is a typical multi-sectoral integrated and coordinated regulatory model,with the relative independence of vari-ous legislative,law enforcement and judicial bodies,which ensures the scientific and transparent management,and is an inspiration for the formulation of China's cell-cultured meat regulatory policy.[Conclusion]Drawing on the regulatory methods of cell-cultured meat in the U.S.,China should actively carry out risk assessment of cell-cultured meat products;strengthen public popularization of science and enhance consumers'rational understanding of cell-cultured meat;promote the regulation of cell-cultured meat production process;and set up a multisectoral and coordinated regulatory system covering the cell-cultured meat industry in accordance with the division of functions of the relevant departments.
