In the context of implementing the Anhui Provincial Party Committee's directives on advancing"openness through maritime connectivity and leveraging external shipping resources"and achieving the development of multimodal transport across road,rail,water,and air,it is essential to capitalize on the resource endowment advantages of water transport.By emphasizing the comparative advantages of waterway transport and the efficiency of multimodal transport integration,efforts to enhance the functionality of waterways connecting rivers and seas are vital.This study examines the foundational conditions of Fuyang's water transport,analyzes the challenges faced in its transformation,and proposes strategies for transitioning from regional shipping to multimodal transport with"river-sea connectivity".
