摘要
"城中村改造"已经成为2024年中央工作的发力重点.通过对2014年开始启动的"棚改"进行系统总结和分析,在肯定其对于整体宏观基本面改善正面作用的同时,对"棚改"的负面影响也进行了分析和阐述.通过与上一轮"棚改"实施成效和经验对比,结合本轮"城中村改造"政策出台的宏观面背景,对当前相关政策要求和特点进行解读,并提出需要践行"一城一策"原则、增加"保障性"住房建设供给、亟需缓解当前"开发商"融资困境难题、创新投融资模式必要性,以及利用好第三方团队和专家智库资源等相关建议,以期更好地推进"城中村改造"工作,实现和落实好政策意图和目标.
Abstract
Urban village reconstructionhas become the focus of the central government's work in 2024.Through the systematic summary and analysis of the shed reform launched in 2014,while affirming its positive role in improving the overall macro fundamentals,the negative impact of the shed reform is also analyzed and elaborated.By comparing with the implementation effect and experience of the previous round of shed reform,combined with the macro background of the current round of urban village reconstruction policy,it interprets the current relevant policy requirements and characteristics,and puts forward relevant suggestions,such as the need to practice the principle of one city,one policy,increase the supply of affordable housing construction,the urgent need to alleviate the current financing difficulties of developers,the necessity of innovating investment and financing modes,and making good use of third-party teams and expert think tank resources,in order to better promote the urban village reconstruction work,and realize and implement the policy intentions and objectives.
