The government and social capital cooperation stock project is defined as the project that has completed the bidding and procurement procedures before the clearance and verification of the government and social capital cooperation project in February 2023.At present,many financial regulations and regulatory documents related to government and social capital cooperation projects have been abolished and invalidated.In principle,local governments are responsible for the performance and supervision of stock projects.One of the prominent problems currently faced by stock projects is the difficulty of payment,which has a significant impact on the sustainable and stable operation of stock projects.Based on the previous project experience and the analysis and interpretation of relevant policy documents,it puts forward some ideas and opinions on solving the payment difficulties of stock projects from different angles,such as performance management,extending the cooperation period and reducing the project yield.
