《上海市河湖维修养护标准》的研究

摘要
文章研究当前河湖维修存在的问题,分析制订《上海市河湖维修养护标准》的必要性,提出解决问题的原则、思路和措施、对策,阐述《上海市河湖维修养护标准》的技术路线、工作流程和框架结构.该标准的目标是从多方面提高河湖维修养护的综合品质:满足河湖维修养护市场化的要求,提高河湖维修养护精细化、规范化和标准化水平;充分发挥公共财政投资效益,提升维修养护工作的效率和质量;确保河湖安全、水质良好、环境干净整洁,实现水安全、水资源和水环境的可持续发展;解决因缺少河湖维修养护标准而出现的各种问题和困难,填补国家和上海缺少相关标准的空白.
Abstract
This paper studies the problems existing in the current river and lake maintenance,analyzes the necessity of formulating the Standards for the Maintenance of Rivers&Lakes in Shanghai,puts forward the principles,ideas,measures and countermeasures to solve the problems,and expounds the technical route,workflow and framework of the Standards for the Maintenance of Rivers&Lakes in Shanghai.The goal of the standard is to improve the comprehensive quality of river and lake maintenance from many aspects:to meet the requirements of marketization of river and lake maintenance and to improve the level of refinement,standardization and standardization of river and lake maintenance;to give full play to the investment benefits of public finance and improve the efficiency and quality of maintenance work;to ensure the safety of rivers and lakes,good water quality,clean and tidy environment and realize the sustainable development of water security,water resources and water environment;to solve various problems and difficulties arising from the lack of river and lake maintenance standards,and to fill the gap in the lack of relevant standards in Shanghai and China.
