The Normative System of the Code of Party's Organization Regulations:Proper Orientation,Constitution of Regulations and Limit of Making Regulations
The delimitation of the boundaries of the normative system is the first issue to be clarified in the codification of the code of Party's organization regulations.The normative system of the code of Party's organization regulations can be positioned from the Party's election,organization,sym-bol and organizational work regulations,and it is appropriate to choose the compilation idea of"Middle code"to codify the Party's election,organization and organizational work regulations.The division of the scope of adjustment between Party's organisation regulations and inner-Party regula-tions of other areas is the outer limit of the normative system of the code,which determines the content of the normative system of the code,and for this reason,it is necessary to clarify the boundaries between Party's organisation regulations and inner-Party regulations of other areas.The legislative limits of the normative system of the code of Party's organization regulations should be considered on the basis of such criteria as whether the regulations are subject to frequent changes,whether there are limitations in the field of adjustment,whether there is a trial period,whether they belong to the detailed supporting regulations,whether they are specific to the subject of appli-cation and whether they are specific to the spatial field of application,etc.On this basis,the legis-lative limits of the normative system of the code should be reasonably defined,so that a code of reg-ulations will be formed with clear boundaries,complete normative content,and internal and exter-nal coordination of Party's organization regulations.
