Governance Overlapping:An Explanation for Policy Implementation Failures in Grassroots Situation——Base on Employment Assistance Workshop Policy in A County of Guangxi
Under the influence of the pressure system and the decentralization of functions,the grassroots governments are unable to integrate functions effectively in the grass-roots governance field and have the motivation of opportunistic behavior.Therefore,it leads to the cross-cutting of departmental functions and unclear internal responsibilities in governance practice,and finally falls into the dilemma of"no-one-in-charge"for policy implementation.In the context of the superposition of multi-objective logic and multi-au-dience interest demands,grassroots governments strategically allocate policy attention and prefer implemen-tation,leaving the target groups in a state of demand gap and interest shelving,which eventually leads to policy implementation failures.The explanation for policy implementation failures should not be confined to the subject itself,but should combine the interactive relationship among policy subject,object and policy goal,and interpret the causes of policy implementation failures from the multi-situation and holistic level.
