Policy Optimization of Provincial Public Cultural Services From the Perspective of Common Prosperity——An Analytical Framework Based on"Policy Instruments-Closed-Loop Governance"
The Chinese modernization is one in which material civilization and spiritual civilization coordinate.While people's material conditions are constantly improving,we will vigorously develop advanced socialist culture,steadily promote common cultural prosperity,and highlight the moderni-zation value of common prosperity for all people.The prosperity and development of spiritual civili-zation and culture largely depend on the supply of public cultural services.The public cultural serv-ice policy can comprehensively examine the supply and structure of public cultural services,and judge the direction of the optimization and development of public cultural service policy.This paper constructs the theoretical analysis framework of"policy tool-closed-loop governance",take provin-cial public cultural service policy as the observation point,and analyze the development direction of policy optimization of provincial public cultural services policy optimization from the perspective of common prosperity.The supply-side structural reform of public cultural services needs to closely focus on the people-centered development concept,promote the optimization of public cultural serv-ice policy and improve the quality of public cultural services in accordance with the basic logic of common prosperity.We will continue to strive to enhance the balance of policy tool structure,opti-mize the combination structure of internal secondary tools,and improve the closed-loop governance performance of public cultural services,so as to promote the solid progress of common cultural prosperity.
