Participatory Linkage:Innovation of Mechanisms for Preventing and Resolving Conflicts and Disputes at the Grassroots Level
The timely discovery and effective resolution of conflicts and disputes at the grassroots level are related to the modernization of national governance and the long-term stability of society.Complex and volatile conflicts and disputes continue to bring new challenges and pressure to the grassroots governments,and it is urgent to improve governance and diversify the means of resolving disputes through institutional innovation capacity.Under the organic combination of the top-level design and the practice and exploration of local governments,when faced with cross-departmental and disputes involving multiple subjects,multiple fields and multiple departments,local govern-ments build a dispute resolution model called"participatory linkage",and have built four mecha-nisms,namely information intensification,joint command,seamless coordination and performance binding,to respond to demands and resolve conflicts.Participatory linkage is a strategic choice for local governments to achieve cross-departmental coordination.Through the participation of multiple subjects,the linkage of blocks and grids,and the sharing of responsibilities,the barriers between cross-departments can be removed,the relationship between vertical and horizontal blocks can be connected,and the effective operation of the mechanism for preventing and resolving conflicts and disputes can be promoted,so as to achieve the goal of resolving conflicts and disputes at the grass-roots level and in the bud in a timely manner.
