摘要
把"党建引领基层治理"看成一个整体,厘清其价值取向、功能和目标至关重要.党建引领基层治理具有"四主贯穿"的价值取向,分别把"加强党的领导""坚持人民至上""解决现实问题""共建共治共享"作为贯穿基层治理的主线、主旨、主责和主题.其内含"三维一体"的复合功能,通过政治认同、社会整合、文化濡化三大功能,以巩固党的执政基础,打造基层治理共同体,培养社会参与责任感.运用系统思维和辩证思维,把党建引领基层治理的目标概括为"五双并行",即治理与发展双向促进、活力与秩序双线融合、民主与民生双向互动、力度与温度双重兼顾、动能与效能双维驱动.
Abstract
It is very important to take"Party building leading grass-roots governance"as a whole and clarify its value orientation,function and goal.Party building leads grass-roots governance with the value orientation of"four main penetration",and takes"strengthening Party leadership","adhe-ring to the people's supremacy","solving practical problems"and"co-building,co-governance and sharing"as the main line,purpose,responsibility,and theme that runs through grass-roots govern-ance.It contains the compound function of"three-dimensional integration".Through political iden-tification,social integration and cultural assimilation,it can consolidate the Party's ruling legitima-cy,build a grass-roots governance community and cultivate the sense of social participation.Using systematic and dialectical thinking,the goal of Party building leading grass-roots governance can be summarized as"five simultaneous operations".It strives to achieve the goals of two-way promotion of governance and development,dual integration of activity and order,two-way interaction between democracy and livelihood,dual balance between strength and temperature and dual drive of force and efficiency.
