摘要
中国基层治理共同体建设呈现显著的低龄老年人参与色彩,低龄老年人参与基层治理共同体建设是社会"长寿红利"与"共建共治共享"同向同行的重要抓手.低龄老年人参与基层治理共同体建设旨在深化共同体治理理念、链接治理资源、重塑治理结构、共享治理成果.面对内外环境排斥弱化低龄老年人参与意识、社会政策的隐性表达与非均衡保障、模糊性流程与清晰性动机失衡割裂、工具理性遮蔽价值理性优势及家庭捆绑责任挤压社会参与等困厄,要注重价值性引领与老年主体性再造、加强非正式契约与代际共同体形塑、推动老年健康与治理实效精准调和、突出社区主场优势以增强能力自信及合理分担家庭责任以化解多维冲突,提升低龄老年人参与基层治理共同体建设的有效性,推动积极老龄化与基层治理现代化同频共振.
Abstract
The value of young elderly people's participation in the construction of grass-roots gov-ernance community lies in deepening the concept of community governance,linking governance re-sources,reshaping governance structure,sharing governance results.In the face of the internal and external environment weakening the participation consciousness of young elderly people,the instru-mental rationality covering the advantages of value rationality and the family binding responsibility squeezing social participation,it is necessary to pay attention to value guidance and the reconstruc-tion of the elderly's subjectivity,highlight the home advantage of the community to enhance self-confidence and share family responsibilities reasonably to resolve multi-dimensional conflicts.
