内蒙古包头市甜菜制糖产业发展探析

摘要
内蒙古是中国最大的甜菜糖产区,包头市是内蒙古自治区非常重要的甜菜制糖产业基地.本文论述了包头市制糖产业的历史和现状,同时指出了包头市制糖产业面临农民种植甜菜意愿不强烈、甜菜单产不高、农艺措施不到位、糖厂原料不足等问题.对促进包头市制糖产业发展提出了建议:(1)强化政策引导,打造甜菜标准化生产示范区;(2)完善轮作制度,给予轮作种植补贴;(3)抓好盐碱地综合利用,努力提升甜菜单产;(4)优化"自种+订单"模式,保障甜菜原料供给充足;(5)依靠科技创新,促进甜菜产业高质量发展;(6)探索以质论价,助推甜菜产量、质量双提升.在国家政策的支持下和制糖企业原料供给还有缺口的情况下,包头市甜菜制糖产业发展前景广阔.
Abstract
Inner Mongolia is the largest beet sugar production region in China.Baotou is a very important beet sugar industry base in Inner Mongolia.This paper discusses the history and current status of the sugar industry in Baotou City,and points out that the sugar industry in Baotou City is facing problems such as weak willingness of farmers to plant sugar beets,low yield of sugar beets,inadequate agricultural measures,and insufficient raw materials in sugar factories.To promote the development of the sugar industry in Baotou City,the following recommendations are proposed:(1)Strengthen policy guidance and establish demonstration areas for the standardized production of sugar beet;(2)Improve the crop rotation system and provide subsidies for crop rotation planting;(3)Enhance the comprehensively utilization of saline-alkali land to improve the yield of sugar beets;(4)Optimize the"self-cultivation+order"model to ensure a sufficient supply of sugar beet raw materials;(5)Rely on technological innovation to promote high-quality development of the sugar beet industry;(6)Explore quality-based pricing to promote the dual improvement of sugar beet yield and quality.With the support of national policies and the shortage of raw material supply for sugar enterprises,the beet sugar industry in Baotou has broad prospects for development.
