In response to the Twentieth National Congress of the Communist Party of China,which proposed to strengthen the inclusive development of special education and the Ministry of Education's call for Guidelines for High-Quality Evaluation of Special Education,a Chinese-style evaluation index system for the quality of special education schools was constructed.Firstly,a two-round Delphi survey was conducted on 20 evaluation experts in the field of special education selected from all over the country to construct a system of evaluation indexes for the quality of special education schools in China.Second,the results of the survey were quantified and assigned values,and the weights of specific items in each index system were clarified by using the averaging method and the hierarchical analysis method.Finally,the constructed evaluation index system was used to conduct a validation assessment of the quality of the selected special education schools.It was found that the evaluation system of special education school quality constructed by 6 first-level indicators,26 second-level indicators and 104 third-level indicators has good orientation and operability,and can better assess the quality of special education schools in China.The evaluation index system has good universality and can be applied to the evaluation of the quality of special education schools in China.
