The Evolution,Characteristics and Impact of Thematic Inspection of Special Education in England
Thematic inspection of special education is an important tool of monitoring the quality of the local special education service system.It began in England in 1997 and has gone through three stages of germination,preliminary exploration and development,and it has established a relatively comprehensive system of thematic inspection of regional special education.The current system of special education inspection in England has four characteristics:it aims to improve the effectiveness of services and constantly updates the indicators of inspection;it is oriented towards diversified development and enriches the types of inspection;it is based on multi-sectoral cooperation and ensures orderly inspection operations;it focuses on reporting practical problems for enhancement and promotes the application of inspection results.The thematic inspection of special education in England has brought a positive impact on the development of regional special education.Based on this,suggestions are put forward for improving the inspection system of special education in China:to consolidate the policy foundation and establish an operational framework for special education inspection;to improve the independence of the inspection organizations and promote the effective cooperation between education,health and other departments;to insist on the inspection as the main focus and to strengthen the function of special education inspection as a guide.
