Evolution and Discourse Analysis of Policies Related to Special Education Evaluation in China
The Guidelines for Evaluating the Quality of Special Education issued by the Ministry of Education,is a"baton"that relates to the overall situation of the reform and development of special education in China.Using the methods of content analysis and discourse analysis,this paper analyzed the macro-evolution and micro-discourse characteristics of China's special education evaluation policies based on 16 relevant policy texts from the perspectives of vertical historical comparison and horizontal Putative comparison.The results showed that the policies related to special education evaluation reflected the evolution from focusing on popularization to inclusion,from empirical judgment to specialization,from lack of basis to standardization,and from isolation to integration.It also constructs a policy discourse system which consists of the common discourses including"school operation""fulfillment of responsibilities"and the distinctive discourses including"appropriate""love""heart""connection"and"complementation".
