The Funding Guarantee Pattern and Policy Prospects for the Development of Public-Interest Special Education
The report of the 20th National Congress of the Communist Party of China proposed"strengthening the development of public-interest special education",which points out the direction for the development of special education in our country in the new era.High-level financial investment is a prerequisite for public-interest special education development.This paper takes the supply and demand relationship of special education funding as the basic analytical framework,and comprehensively analyzes the overall pattern of financial investment guarantee for special education in our country since the 18th National Congress of the CPC in terms of the total amount,structure,trend,and regional distribution,and elaborates on the demand for education funding for the inclusive development of special education from the perspectives of the implementation of the national strategy,the coordinated development of the region and the changes in the special population of the school-age population.It also elaborates on the educational funding needs for special education from the perspectives of national strategy implementation,regional coordinated development and changes in school-age special education.During the"14th Five-Year Plan"and the coming period,special education funding needs to adhere to the government's position as the main investor,improve the multi-channel funding mechanism,pay active attention to the"central collapse"phenomenon,enhance the awareness of the cost per capita funding,and continuously improve the effectiveness of funding.The government is the is the main body of financial investment for special education.
