为更好地实现包容性发展的社会愿景,新加坡不断完善0~6岁特殊需要儿童的早期干预支持服务体系.2021年,新加坡实施了《加强对有特殊需要儿童包容和支持》方案.该方案进一步完善了新加坡早期干预支持的两项内容共7项建议,配套制定了相应的实施策略,包括完善的政策法规体系、专业的师资团队以及多元主体参与支持体系,呈现出旨归融合、重视教师团队建设、系统支持等特点.参照新加坡的发展经验,我国可以从推进特殊需要儿童早期干预和学前融合教育的有序衔接、加强特殊需要儿童早期干预和学前融合师资队伍的建设和培养以及搭建多维贯通的学前融合教育支持保障体系等方面做出必要改进.
In order to better realize the vision of an inclusive society,Singapore continues to improve the early intervention support service system for children with special needs aged 0-6 years.In 2021,Singapore implemented the Enhancing Inclusion and Support for Children with Developmental Needs Programme.The programme further improves the two elements of Singapore's early intervention support with a total of seven recommendations,and supports the corresponding implementation strategies,including a sound policy and regulatory system,a professional teacher team,as well as a multi-subject participation support system,showing the characteristics of inclusive of purposes,emphasis on teacher team construction,and systematic support.With reference to the development experience of Singapore,China can make improvements by strengthening the orderly connection between early intervention and preschool inclusive education for children with special needs,and building a multi-dimensional and coherent support and guarantee system for preschool inclusive education.
