The Experience and Insights on the Coordinated Development of Early Intervention and Inclusive Preschool Education for Children with Special Needs in Singapore—Based on the Analysis of the"Strengthening Inclusion and Support for Children with Special Needs
In order to better realize the vision of an inclusive society,Singapore continues to improve the early intervention support service system for children with special needs aged 0-6 years.In 2021,Singapore implemented the Enhancing Inclusion and Support for Children with Developmental Needs Programme.The programme further improves the two elements of Singapore's early intervention support with a total of seven recommendations,and supports the corresponding implementation strategies,including a sound policy and regulatory system,a professional teacher team,as well as a multi-subject participation support system,showing the characteristics of inclusive of purposes,emphasis on teacher team construction,and systematic support.With reference to the development experience of Singapore,China can make improvements by strengthening the orderly connection between early intervention and preschool inclusive education for children with special needs,and building a multi-dimensional and coherent support and guarantee system for preschool inclusive education.
