当代社会,满足特殊儿童的"特殊教育需要"已成为推进教育公平,建设高质量教育体系的必然选择。然而,社会各界对"特殊教育需要"的认识却隐晦模糊、语焉不详,导致特殊教育服务无处着力。廓清"特殊教育需要"需要厘定"需要"与"需求"的关系,回答谁需要以及为什么需要,可以大胆假设,也要小心求证。只有合理划定"特殊教育需要"的边界,妥善处理好现实与愿景的关系,才能确保"每个孩子都能享有公平而有质量的教育",办好人民满意的特殊教育。
What is"Special Educational Needs":Discriminate and Re-Recognize the Connotation
In contemporary society,the implementation of special needs education to meet the"special educational needs"of special children has become an inevitable choice to promote education equity and build a high-quality education system.However,the understanding of"special educational needs"is vague and ambiguous,which leads to the lack of access to special education services,and the quality of schools has been questioned.Clarifying"special educational needs"requires determining the difference between"needs"and"demands",answering who needs and why,making bold assumptions,carefully verifying.Only by reasonably delineating the boundary of"special educational needs"and properly handling the relationship between reality and vision can we ensure that"every child can enjoy fair and quality education"and run special education that people are satisfied with.
