精准定向与深度融合:美国德克萨斯州特殊教育教师资格认证体系的构建

高质量的教师队伍离不开健全的教师资格认证制度体系的支撑,但目前我国还没有建立科学统一的特殊教育教师资格认证制度。德克萨斯州已建立起了完善的专业化特殊教育教师资格认证体系。该州通过设立专业化的认证机构、严格把控认证门槛、制定系统的专业认证标准,不仅确保了特殊教育教师队伍的专业性和高素质,也为特殊教育教师的职业发展提供了制度保障。本文介绍和分析了德克萨斯州特殊教育教师资格认证体系,并结合我国特殊教育的实际,提出建立我国特殊教育教师资格认证制度的建议:通过统一认证助力教育公平,构建专业考核框架促进角色专业化,创设多元化考核方式满足多样化需求。
Precise Orientation and Deep Inclusion:The System Construction of Special Education Teacher Certification in Texas,USA
A high-quality teaching force cannot be formed without the support of a robust qualification certification system,but at present China has not yet established a scientific and unified system for the certification of special education teachers.Texas has established a comprehensive and professionalized certification system for special education teachers.By setting up a specialized certification agency,strictly controlling the certification threshold,and formulating systematic professional certification standards,the state has not only ensured the professionalism and high quality of the special education teaching force but also provided systematic guarantee for the career development of special education teachers.This paper introduces and analyzes the certification system of special education teachers in Texas,and puts forward suggestions for establishing a certification system for special education teachers in China,taking into account the unique situation of special education in our country:promoting educational equity through unified certification,constructing a professional assessment framework to foster role specialization,and creating diversified assessment methods to meet different needs.
